Consider and take action on a resolution authorizing the purchase of ammunition for the Police Department from SSD International/Shoot Straight Inc., the sole supplier for Hornady ammunition in Texas, in an amount not to exceed $85,696.15 (Chief of Police)
Background:
Approval of this item authorizes the annual ammunition purchase through SSD International/Shoot Straight Inc. This ammunition purchase is for qualifications, training and duty use for the entire fiscal year and is included in the FY2026 Budget approved by Council in September. The ammunition is purchased in bulk to maximize quantity discounts.
SSD International/Shoot Straight Inc. is the sole distributor of Hornady law enforcement products and ammunition in the State of Texas. The Police Department is moving from Winchester brand ammunition for both rifle and pistol, which will affect both training and on-duty-use ammunition. The change was made for the following reasons:
1. Hornady ammunition was adopted by the FBI as their official duty ammunition in 2022 due to its consistency in testing and penetration through intermediate barriers. The FBI barrier testing is the national standard for duty ammunition.
2. Winchester ammunition has had several recent instances of quality control issues that resulted in broken parts on handguns as well as ammunition-related malfunctions.
3. Hornady has a more robust quality control system and has not had any reported issues.
4. The ordering process for Winchester ammunition requires the agency to order from an intermediary, Precision Delta, and wait for Winchester to manufacture and ship the entire order. This has resulted in a consisted delay of almost 12 months from order date to delivery of the full order. In FY2025, we were forced to cancel a portion of our duty ammunition order because of the late delivery.
