Background:
Approval of this resolution will authorize the purchase of a pre-fabricated restroom building and installation through CXT Incorporated for the Dr. Ned and Fay Dudney Nature Center for an amount not to exceed $99,548.77.

Quotes were requested from four companies, with three vendors responding. The project specifications included a concrete, prefabricated, two-stall restroom facility with two bathrooms, solar lighting, and a vault system, including delivery and on-site installation. Staff will be responsible for demolishing the existing structure and underground vault.

All 3 quotes are part of a cooperative purchasing program:

CXT Incorporated - $99,548.77 (Sourcewell Cooperative - Contract #052725-CXT)
Green Flush Restrooms- $197,450 (BuyBoard Cooperative)
Restroom Facilities Ltd- $192,903 (BuyBoard Cooperative)
Romtec- No quote

The current facility is a vault system with no access to plumbing or electrical service. The above ground structure consists of a plastic shell with wooden planks attached to the exterior. Over time, the wood has deteriorated and is detaching from the structure, including portions of the roof. The exterior siding continues to degrade and separate from the plastic frame. Additionally, the frosted plastic panels on the doors, originally intended to allow natural light into the interior, have become discolored, significantly reducing visibility inside the restroom.

Staff have made temporary repairs by reattaching and gluing sections of the wood; however, the structure, originally installed in 2007, has reached the end of its useful life.

This park amenity renovation is currently included in the 2026 Capital Improvement Plan (CIP) with a budget of $240,000.
