Consider and take action on a resolution authorizing a three-year agreement with Wastewater Transport Services LLC for grit screening/sludge transportation and disposal services in an amount not to exceed $1,871,760 (Director of Public Works)
Background:
Approval of this item will authorize a three-year agreement with Wastewater Transport Services LLC for grit screening/sludge transportation and disposal services for all wastewater treatment plants for the period starting June 1, 2026 through May 31, 2029, with an amount not to exceed $1,871,760, with two (2) additional one-year renewal options available.
On February 18, 2026, the City released ITB 26-028 Grit Screening: Sludge Transportation and Disposal for Wastewater Treatment Plants for this item. Three responses were received on March 18, 2026, from Wastewater Transport Services LLC, GFL of Texas, and Synagro.
Annual Cost Summary (detail tabulation, See Attachment No. 4):
• Wastewater Transport Services - $623,920.00
• GFL of Texas - $720,217.50
• Synagro - $17,663,760.00
Presently, the City’s two activated sludge wastewater treatment plants produce an annual yield of approximately 2,068 dry tons/640 loads of de-watered sludge cake at 16 to 24 percent (%) solids content. The de-watered sludge cake is then transported from the Southwest Water Reclamation Facility (SWWRF) located at 1551 S. Maple Leaf Drive and the Dallas Salmon Wastewater Treatment Plant (DSWWTP) located at 703 N. Wisconsin Avenue, to a Texas Commission on Environmental Quality (TCEQ) permitted compost site. Incidental liquid sludge loads are transferred between DSWWTP and SWWRF approximately 6 miles one way. Quantities are estimates based on historical sludge production and are not guaranteed for the term of contract.
