Background:
Approval of this resolution will ratify the contract with King Solution Services, LLC for the emergency repair of an existing 24-inch storm sewer line located at 420 Civil St. in an amount not to exceed $74,625.

In March 2026, a street flooding incident was reported near 420 Civil St. in the Ellis Landing Subdivision. Public Works Stormwater staff investigated the cause and found a collapsed 24-inch corrugated metal pipe (CMP). This storm pipe was 40 plus years in service and located in a ten-foot-wide utility easement between two residential properties. The repair required tedious excavation from the Civil St. curb to the concrete lined Newport Outfall Ditch located behind the two properties. The repair also included the installation of a stormwater inlet and various site restoration items.

Other work required to complete the project, but not included in King Solution’s contract, includes restoration of the concrete slope paving in the Newport Outfall Ditch and the curb & concrete street panel work needed to tie-in the new stormwater inlet. This work was performed by Brooks Concrete, utilization the City-Wide Streets, Sidewalks, and Concrete Pavement Contract. The approximate cost for the concrete work is $5,133.

Three quotes from contractors qualified to perform the scope of work. The following quotes were obtained:

King Solution Services, LLC - $74,625
Faith Utilities - $28,640 (incomplete quote)
D. Wagner Construction Co., Inc. - $77,150

King Solutions Services LLC was selected based on their longstanding history of work, quality, fair pricing, and ability to promptly mobilize on site.
