Council approved first reading, 8-0-0 on May 26, 2026.

 

Background:

Approval of this item will amend Chapter 56, entitled “Healthy Spaces,” of the Code of Ordinances to add regulations related to pedestrian safety, public passageways, and abandoned property on public property.

 

Community Concerns:

City officials and staff have received repeated complaints regarding unsafe conditions involving pedestrians near intersections, medians, sidewalks, public facilities, and other public areas. Concerns have included traffic safety issues, blocked access, interference with public use areas, and unattended property left on public property.

 

Purpose of Ordinance:

The proposed ordinance is intended to improve pedestrian and traffic safety and help keep public areas safe, accessible, and clear for residents, visitors, and emergency access. The ordinance is intended to regulate unsafe conduct and hazardous conditions while respecting constitutional protections and lawful pedestrian activity.
