Consider and take action on a resolution authorizing the submission of a grant application to the Southeast Texas Housing Finance Corporation (SETH) for funds in the amount of $50,000, for infrastructure work in low to moderate income areas, and authorizing the Director of Planning to accept the grant if awarded (Director of Planning)

Background:
Council approval of this resolution will authorize the City to apply for funding in the amount of $50,000 for infrastructure work in Low to Moderate Income (LMI) areas.

The Southeast Texas Housing Finance Corporation (SETH) is allocating $1,000,000 to each of its 20 sponsoring local jurisdictions and providing League City with $50,000 to carry-out local initiatives. These funds are neither Federal, State, or Local funds, and therefore have no grant related restrictions on their use except that the SETH board will approve the funded project.

The City accepted a SETH Grant of $50,000 in 2017 and utilized the funds on three housing projects. These projects included remodeling a home for a disabled veteran, reconstruction work due to a fire on an uninsured property and partnering with Habitat for Humanity to assist with Hurricane Harvey repairs.

The City plans to use the $50,000 grant for a water main rehabilitation CIP project WT1904G that will serve the Low to Moderate Income (LMI) areas east of I-45, along Main Street (FM 518). This upgraded water main will provide better quality and more reliable water to homes in the City’s LMI areas. The upgraded line will also provide additional water capacity for fire protection in the area.
