Consider and take action on a resolution supporting the renaming of FM 517 between I-45 and SH-35 as “Ken Clark Memorial Highway” (City Manager)

Background:
The city has received a request from Senator Mayes Middleton to rename the portion of FM 517 between I-45 and State Highway 35 as “Ken Clark Memorial Highway”, in honor of former Galveston County Commissioner Ken Clark, who passed away on May 8, 2022.

Commissioner Clark served as Galveston County Commissioner for Precinct 4 from 1998 to 2022 and was one of Galveston County’s longest-serving elected officials. Throughout his tenure, Clark represented his constituents in multiple county, regional, and statewide board positions. He worked tirelessly on crucial issues, such as lowering taxes, improving transportation, and reducing flooding in both Galveston County and League City.

Commissioner Clark left behind a legacy of continuous dedication to the improvement of Galveston County, adhering to the mantra of always "working for you." He was deeply rooted in the grassroots of Galveston County for over two decades and successfully delivered a smaller, more efficient, fiscally responsible government. His dedication led to seven consecutive tax cuts and the maintaining of a AAA county bond rating while still supporting major transportation and drainage improvements like I-45, Hwy 146, Grand Parkway, Pelican Island Bridge, and Coastal Surge Protection.

In addition to his role as county commissioner, Clark's legacy included services on the Urban Counties Policy Committee; the Houston-Galveston Area Council Board of Directors and Transportation Policy Council; the Bay Area Houston Economic Partnership Political Protocol Committee; and was a life member of the Galveston County Fair and Rodeo.

A total of 7.06 miles, which account for 76 percent of FM 517, falls within or is adjacent to the City of League City.
