Background:
Approval of this agreement will authorize the City to enter into an agreement with Paradigm Traffic Systems, Inc. through BuyBoard (Contract #695-23) for the purchase of Centracs Advanced Transportation Management System (ATMS) Edaptive Software Expansion Module and associated hardware for 22 signalized intersections in an amount not to exceed $634,238.

Phase 1, 2, and 3 of the ATMS was approved for purchase on April 14, 2020, May 25, 2021, and January 25, 2022, respectively (details attached). The proposed purchase implements Phase 4 of the edaptive software expansion module and associated intersection hardware, representing the 4th of 5 phases of expansion over the next fiscal year. This five-year plan is identified in the City’s current Capital Improvement Plan (CIP). Phase 4 addresses Corridor 3 and encompasses 22 signalized intersections (along League City Pkwy, from Bay Area Blvd. to Isla Vista Dr. and FM 270, from League City Pkwy to Webster St.). Additional program details are available in Attachment 6. Phase 2 (Corridor 1 - FM 518, Maple Leaf to Park Ave.) was completed in April 2023. Currently, Phase 3 (Corridor 2 - FM 518, from Texas Ave. to Lawrence Rd. and FM 2094, from Stadium Dr. to Lawrence Rd.) is scheduled for Beta testing in June 2023.

The addition of this software module and associated hardware allows for automated real-time adaptive signal control and cycle optimization of traffic signals which will adjust signal timings in response to real-time events.
