Consider and take action on a resolution authorizing an agreement with Paradigm Traffic Systems, Inc. for the purchase and installation of 20 UPS battery backups at various traffic signal lighted intersections through Buyboard Contract #695-23 in an amount not to exceed $135,200 (Director of Public Works)

Background:

Approval of this resolution will authorize an agreement with Paradigm Traffic Systems, Inc. for the purchase and installation of 20 UPS battery backups at various traffic signal lighted intersections (see Attachment 6) through Buyboard Contract #695-23 in an amount not to exceed $135,200.

The UPS battery backups provide power for traffic signal controls during power outage events. Current UPS units at these locations have been in service for approximately 10 years and need to be replaced. These UPS units can now provide twice the duration of the current units with an average of eight to 10 hours of battery backup time. This will help staff keep traffic signals operating during extended power outages such as in recent events with the winter storm. These UPS devices are a more current version of what is currently installed so staff has a historical knowledge of operations and the dependability of this equipment.

Because this equipment is an up-to-date version of what's installed there is a cost savings with all equipment able to fit in the existing traffic cabinet so there is no need to purchase a supplemental traffic cabinet. Equipment removed from service will be taken into stock and used to maintain all existing UPS devices which will help reduce the need to purchase maintenance items needed until the older units can be replaced on future projects.

Paradigm Traffic Systems, Inc. is the sole source provider for the aforementioned equipment. Based on price, delivery history, and customer service, Staff is requesting Council’s consideration to approve the purchase with Paradigm Traffic Systems, Inc. in an amount not to exceed $135,...
