Consider and take action on a resolution to ratify the agreement with Alvin Contracting for the emergency replacement of an 18-inch Ductile Iron Pipe Riser in the influent receiving well at the Dallas Salmon Wastewater Treatment Plant (DSWWTP) in an amount not to exceed $59,220 (Director of Public Works)

Background:

Approval of this resolution will ratify the agreement with Alvin Contracting for the emergency replacement of an 18-inch Ductile Iron Pipe Riser in the influent receiving well at DSWWTP in an amount not to exceed $59,220.

The subject ductile iron pipe riser is one of six risers in the DSWWTP influent lift station that conveys wastewater from the collection system through the treatment plant process. These risers have been in service since 2006 and are subject to a highly corrosive atmosphere. All efforts to control leaks on this riser were exhausted due to extreme corrosion.  The emergency repair was completed on May 4, 2023. A lift station rehabilitation project is scheduled in the near future to address all riser pipes and other wet well related issues. This lift station serves approximately 80 percent of the City’s current wastewater collection service area and must be maintained to optimal service performance to ensure regulatory compliance.

Due to the emergency status, Alvin Contracting was contacted to provide a quote based on their work history and familiarity with DSWWTP. Alvin Contracting has a longstanding history of work quality, fair pricing, and ability to promptly mobilize on site.

Alvin Contracting cost in the amount $59,220 exceeded $50,000 and requires ratification by City Council.
