Background:
Approval of this item will authorize a one-year professional services agreement with Laurel’s House for spaying and neutering of animals in an amount not to exceed $130,000. Animal shelters in Texas are required by law to sterilize all animals adopted from that shelter and to identify the animal as sterile by microchipping or tattoo. Rabies vaccines are also required by law and can only be administered by a licensed veterinarian. A formal, competitive process is not required for professional services per Texas Local Government Code 252.022(4), which lists the general exemptions of a formal bid, competitive bid process. Even though bids are not required for professional services, League City Animal Care (LCAC) checked pricing at two local facilities to ensure we are indeed receiving the lowest pricing available for these needed services. No additional funds are needed for this contract. These funds were originally budgeted for a different vendor, Animal Alliance, however Animal Alliance’s original quote has changed which resulted in doubling the cost per animal. Due to LCAC not being under contract with Animal Alliance and Animal Alliance undergoing financial restraints, the pricing per animal was raised.

Laurel’s House is a non-profit organization that services the community with mobile, low-cost spays and neuters. Laurel’s House will be able to provide an average of 112 surgeries per month for LCAC shelter animals. In addition, Laurel’s House also specializes in pediatric spays and neuters. This will allow LCAC to accelerate adoptions and decrease length of stay for kittens and puppies. Alternatively, private clinics perform an average of 10 spay/neuter/rabies procedures per month while Laurel’s House can perform significantly more....
