Title
Consider and take action on a resolution authorizing the submittal of a grant application for the Energy Efficiency and Conservation Block Grant through the U.S. Department of Energy and authorizing the acceptance of any grant funds if awarded (Director of Parks and Cultural Services)

Background:
If approved, this resolution will authorize the submittal of a grant application for the Energy Efficiency and Conservation Block Grant through the U.S. Department of Energy (DOE). The funds are an allocation to the City of League City of $155,210 through the Office of State and Community Energy Programs of the DOE from the Infrastructure Investment and Jobs Act of 2021 and will be used to offset the cost of replacing existing sports fields lights at Lynn Gripon Park at Countryside.

The grant funds are allocated to League City based on a formula that the DOE used for determining the amount of funds available to each governmental entity to use for energy efficiency upgrades within the boundaries of the entity. Approval of this resolution will authorize staff to apply for the funds utilizing the application format required by the DOE. The $155,210 will offset a portion of the cost of the ballfield lighting upgrade which is estimated at between $230,000 and $300,000, including materials and labor, to replace the lights that are badly in need of replacement. The existing steel poles within the park will remain in place but 92 fixtures will be replaced to relight a large and small baseball field and a soccer field. Six (6) poles are shared between the soccer field and both baseball fields. Depending on the bid prices for the lighting, the grant funds are expected to pay for 48 to 62 lights.

The amount budgeted in the FY2024-2028 adopted CIP for the project is $230,000.
