Title:
Consider and take action on a resolution updating existing fees for recreational programs, membership fees and non-resident fees. (Director of Parks & Cultural Services)

Background:
The current fee structure for recreation programs and rental fees was last approved in September 2022 to address athletic fees, swim lesson fees and rental fees. The recreation department re-evaluates all programs regularly to make recommendations to council for changes at the start of the fiscal year. This item proposes that City Council ratify current fees for summer camp fees and non-resident fees. Fees are consistent with recommendations from City Council December 12, 2023 work session. In addition to those changes, non-resident fees in other programs, classes and events have been increased from 50% more than the resident rate to 100% more than the resident rate.

Changes are recommended as follows:
· Summer camp fees per 2-week session increase from $265/residents, $397.50/non-residents to $285/residents, $530/non-residents to offset the increase in staff costs.
· Non-residents senior memberships increased from $25 annual fee to $85 (2024), to $140 (2025).
· Non-resident $45 fee added to all contract registrations per class.
· Non-resident Drop-in fees increased:
o 3-9 yr olds from $5 to $8 (2024), to $10 (2025)
o 10-adult from $8 to $12 (2024), to $16 (2025)
· In-house Parks & Recreation Programs that exceeded 10% enrollment were evaluated and fees adjusted:
o Running Club non-resident fees from $56.50 to $110.00
o Skateboard Camp non-resident fees from $75.00 to $110.00
· All other fees for programs, classes and events are being adjusted to charge non-residents a minimum of 100% above the resident rate except for adaptive programming and vendor booth fees for regional events.

Revenue collected from Hometown Heroes Park programs and rental fees is posted into the 4B M&O Fund. All other revenue is posted to the General Fund.
