Consider and take action on a resolution adopting the 2019 Updated Water Conservation Plan for the City of League City to include a mandated five (5) year update (Director of Public Works)

Background:
Approval of this resolution provides compliance of the following mandate: The City’s Water Conservation Plan must be updated every five years, as required by the Texas Commission on Environmental Quality (TCEQ). Rules for governing development of water conservation plans for public water suppliers are contained in Title 30, Part 1, Chapter 288, Subchapter A, and Rule 288.2 of the Texas Administrative Code. This proposed update represents water conservation activities from 2014 through 2018. This information is included in the attached plan and provides further definition of the plan’s content.

Key points of this plan are as follows:
Objectives of this Water Conservation Plan
• To reduce water consumption from the levels that would prevail without conservation efforts
• To reduce the loss and waste of water
• To improve efficiency in the use of water
• To encourage efficient outdoor water use
• To document the level of recycling and reuse in the water supply
• To extend the life of current water supplies by reducing the rate of growth in demand
Under the 2014 through 2018 plan the following objectives were achieved or are ongoing
• Sensus Iperl and Omni water meters. These meters continue to increase reliability and strengthen water accountability efforts, since their initial installation. New meters incorporate leak detection and notification capabilities
• Five-year average Per Capita Municipal Use was reduced from 122 gpcd to 115 gpcd, meeting the projected 2014 reduction goal
• Continued efforts to expand outreach efforts, that includes a water conservation mascot, Captain H2O, who accompanies the conservation team to local schools, daycares, public events, and utility-oriented training even
