Background:
Approval of this resolution will authorize the Interlocal Agreement with the Galveston County Water Control and Improvement District No. 12 (WCID12) for an Emergency Water Supply Interconnection.

The City received a letter dated September 16, 2015 from WCID12’s District Engineer, LJA Engineering Inc., requesting an Emergency Water Supply Agreement which creates a water system interconnection between League City and WCID12, along FM 518 near the City’s eastern boundary with WCID12 (Kemah). Ongoing agreement negotiations continued through 2017 and was presented to Council in a work session on May 22, 2017. Several contributing factors including Hurricane Harvey prolonged finalizing the proposed agreement. The agreement will provide an emergency water interconnection with WCID12, in the event of a water supply interruption. Currently WCID12 is serviced by a 12” water line from the Gulf Coast Water Authority’s (GCWA) Thomas Mackey Water Treatment Plant (TMWTP) in Texas City. This water line is located along SH146 and serves as their sole surface water supply source. In the event of an extended interruption of service from the TMWTP and/or the associated conveyance system, and/or failures of WCID12’s water distribution system, no provisions exist for an emergency source of surface water supply.

Approval of this agreement provides WCID12 the ability to receive limited emergency water supply upon formal request to the City, and to construct the physical interconnection of their water system to the City’s existing water distribution system, at their own expense.
