Consider and take action on a resolution authorizing a construction contract with C4 Partners, LLC for the Bay Ridge Flood Reduction - Phase 2 (DR2005), in an amount not to exceed $8,526,953.80, authorizing $700,000 for a work change directive budget, and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed ­­­$33,788 for a total construction budget of $9,260,741.80 (Executive Director of Capital Projects)

Background:
Approval of this resolution will authorize the award of the construction contract to C4 Partners, LLC for the construction of the Bay Ridge Flood Reduction - Phase 2 (DR2005).

The Bay Ridge Flood Reduction Project - Phase 2 is the third of four planned projects impacting the Gum Bayou Watershed and the Bay Ridge Subdivision. These drainage projects will help with street ponding and reduce the flooding potential during major rainfall events.

On November 5, 2019, Council approved a professional services agreement in the amount of $263,000 with LJA to provide engineering design and construction services for a 42,000 gallon per minute stormwater pump station to be added to the existing detention pond in the Bay Ridge Subdivision. There was also an allowance for additional design services to be performed on an as-needed basis, which included lowering of the existing detention pond based on the outcome of the Gum Bayou H&H study.

This project advertised on March 29, 2022; and four (4) sealed bid were received on May 16, 2022 (Bid No. 22-CIP-004). C4 Construction, LLC is $487,515.17 less than the next lowest bidder. C4’s bid is based on 450 calendar days from notice to proceed to substantial completion, with another 30 days to final completion. Attached is the City’s engineering consultant’s recommendation of award, along with the bid tabulation.
