Consider and take action on a resolution authorizing a variance to Chapter 110, Article I, Section 110-5 of the Code of Ordinances of the City of League City entitled "Parades and Processions Generally" for lane closures, and to waive the City costs associated with traffic control for the 2021 Holiday in the Park event (Chief of Police)

Background:

If approved, this item will allow the Holiday in the Park event to use City rights-of-way for this event and the City will provide equipment to support traffic flow as detailed below.  This will be done in accordance with the traffic plan approved by the City’s Director of Engineering and TxDOT.  The Code of Ordinances of the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs.

The League City Police Department has received an application for the Holiday in the Park event which is scheduled for December 4, 2021 from 6 p.m. until 10 p.m. The event is expected to involve approximately 2,000 participants and will include a parade traveling westbound from the 1600 block of FM 518 East to the 500 block of FM 518 East and then proceeding southbound on Park Street to Walker Street. The event will require the closure of FM 518 East westbound from FM 270 (Egret Bay Blvd) to SH 3 and Park Street to Walker Street. To ensure League City residents and businesses will be least affected by this event, officers will be at every intersection along the event route to allow for traffic and crowd control.
